Mesa Police Association General Membership Meeting Minutes on 08/03/2016

 

 

  • Prior to meeting starting AFLAC Talk by Debbie Tornberg to introduce the program.
  • Also mentioned was about PSPRS paying $500.00 per skin cancer diagnoses.
  • Meeting called to order by President Gafvert at 1715hrs.
  • In attendance were 22 members.
  • Motion to accept last month’s minutes by Treasure Waters, Second by Trustee Scanio. All in favor- Unanimous.
  • Discussion by President Gafvert about his and Treasurer Waters attendance at NAPO Conference in West Palm Beach Florida. These anti-police groups want to have federal oversight on all departments, Strip the Officers Bill of Rights so we have no protections, no military surplus material, Stop government agencies from handling direct deposit for employee union dues.
  • Vote on Bylaw changes
  • 1St Bylaw change is that Trustee’s must attend 70% of meetings in the last 12 months. If they don’t attend the 70% of meeting’s they are not eligible to continue to be a trustee.
  • Motion to accept the change to trustee bylaws requiring 70% attendance in the last 12 months by Treasure Waters. Motion second by President Gafvert.
  • 19 members in attendance in favor, No one against, Three no votes. Motion Passes.
  • 2nd Bylaw Change “You must attend 50% of membership meetings in order to be eligible to be nominated to run for office in the year prior to the election.
  • Motion to accept Bylaw change made by President Gafvert, second by K. Scanio.
  • 18 members in favor, and no opposed. There were four no votes. Motion Passes.
  • Discussion on making the corrections on Spanish pay which is supported by Chief Mesa. Asst. City Manager Pombier wants the changes to be city wide.
  • Discussion on correcting Shift Differential. Chief’s Office waiting on approval.
  • Pursuit Policy- Change for Plain Clothes Detectives. This is in the works.
  • Update on Shift re-bid due to an error in seniority. This was handled and has been completed.
  • Members were informed of a meeting with Asst. Chief Soelberg in reference to the cities rule on 8hr separation. This is still being worked on to clarify its effect on the Police Department.
  • Informed membership of the up-coming Tip-A-Cop event which will held at Famous Dave’s Barbeque at Riverview. The Chief has authorized the wearing of uniforms for this event.
  • Discussion on Progressive discipline which is presently 3 yrs. instead of 1. We are trying to get it down to 18months.
  • MOU Update overview. We reviewed other agencies MOU’s in the valley to get a feel for what they are getting. 1st Meeting on MOU where we are starting to put together a blueprint of our proposal. Members asked if they have any ideas to contact a board member. We are expecting a counter proposal from the city this time.
  • Motion to Adjourn the meeting made by Treasure Waters, second by Dave Stiers. All in favor unanimous. Motion passes and meeting is adjoined at approximately 1805hrs.
